Academic Reorganization Resources

Below are documents generated by GPSC based on information gathered on reorganization proposals.

This document is the currently proposed academic reorganization based on all program change packets received as of 4/16/2018 including faculty generated proposals.

The first document is the currently proposed academic reorganization as of 2/20/2018, which has been made available on the website of the Chancellor. GPSC expects this document to be updated within the month.

The second document compiles all reorganization proposals available as of 2/20/2018, including those currently under discussion, into one master document.

The third document presents Campus, IBHE, and combined institutional timelines for program change proposals. The dates included in this document are as accurate based on information obtained by GPSC from the IBHE and the Board of Trustees. Relevant statutory information, where applicable, is included on each slide.

The fourth document is the administratively generated program change process. There are several errors with this document.

  • The administration appears to believe that they can mandate a timeline for Faculty Senate and Graduate Council.
    • GPSC review of the Faculty Senate and Graduate Council Operating papers indicates that Faculty Senate and Graduate Council are not subject to administrative mandate where a timeline for RME approval is concerned. Specifically, Graduate Council is bound by its operating papers to provide first and second readings of RMEs and to extend the review time should concerns arise between first and second readings.
    • GPSC review of the Faculty Association Article Nine process indicates that there is nothing in the contract that grants the administration the authority to impose a deadline on Graduate Council or Faculty Senate, however, there is nothing to stop them from doing so either.
    • Given the lack of policy authority to bind Graduate Council and Faculty Senate, theoretically they may ignore an imposed deadline should it conflict with the operations of the Faculty Senate or Graduate Council. This authority is more firm in Graduate Council as the Council has the authority to approve Graduate Policy changes in keeping with the operating papers of the Graduate school.
  • The additional “contractual” step and the arrow from “program change plan” to “faculty senate and graduate council” is not obligated by either graduate council or the faculty association contract.
    • The program change process should proceed from the plan, to the units and the FA, and then to the Graduate Council and Faculty Senate with the votes reported.
    • Should either of these bodies (faculty included) have concerns, the RME may be returned to the affected faculty and the administration with comments.

At most, this process represents a change from a February 15th E-mail from the associate provost, which stated that graduate council and faculty senate would receive the RMEs simultaneously with the academic units from the Associate Provost for Academic Programs (APAP) for informal review prior to receiving a full RME from the APAP which would include the faculty votes.
