Program Change Proposals

The following are program change proposals submitted by the administration to the Faculty Association and affected faculty in accordance with Article 9 of the Faculty Association Collective Bargaining Agreement.

These proposals are provided by GPSC for the generation of student opinion in accordance with Board of Trustees Policy 3.F.3 which recognizes GPSC as ” the official organization designated to represent students in matters pertaining to student welfare, student activities, student participation in campus affairs, student participation in institutional planning and administration, and student opinion.”

All degree programs associated with the departments listed as “affected units,” including undergraduate and graduate degree programs, concentrations and specializations associated with the degree programs, minor programs, and certificate programs will be transferred to the proposed school except where noted.

Faculty Generated Proposals

College of Social Sciences and Humanities
Affected Units: Africana Studies, Anthropology, Economics, English, History; Languages, Cultures, and International Trade, Linguistics, Philosophy, Political Science, Sociology; Women, Gender, and Sexuality Studies

Note: Current CoLA units that do not wish to be part of this proposal (or the parallel proposal for the arts) would need to be assigned a collegiate home elsewhere.

College of Communication, Design, and the Arts (CCDA) RME
Affected Units: School of Art and Design, School of Architecture, the School of Music, the Department of Cinema and Photography, the Department of Communication Studies, the School of Journalism, the Department of Theater, and the Department of Radio Television and Digital Media.

College Change Proposals

College of Engineering renamed as College of Science, Technology, Transportation, Engineering, and Math
Affected Units: all units in the College of Engineering

Note: In a separate RME, the following units in the College of Science are administratively transferred to the College of Engineering: Departments of Computer Science, Chemistry and Biochemistry, Mathematics, and Physics; and, the following units in the College of Applied Sciences and Arts are administratively transferred to the College of Engineering: Departments of Aviation Management and Flight, Aviation Technologies and Automotive Technology.

Renaming the College of Applied Arts and Sciences to the College of Health and Human Sciences
Affected Units: all units in the College of Applied Science and Arts

Note: This RME will also administratively transfer the following academic units that are not affiliated with health services and human science to other colleges: the School of Architecture will be administratively transferred to the College of Mass Communications and Media Arts. The Departments of Aviation Management and Flight, Aviation Technologies and Automotive Technology will be administratively transferred to the College of Engineering (to be renamed the College of Science, Technology, Transportation, Engineering, and Math.) The School of Information Systems and Applied Technology will be administratively transferred to the College of Business.

Note: This RME implies the elimination of the College of Science.

Note: This RME is to administratively transfer academic units from the College of Science into the College of Engineering and the College of Agricultural Sciences. Specifically, the Departments of Geology, Microbiology, Physiology, Plant Biology, and Zoology will be administratively transferred to the College of Agricultural Sciences. The degrees in Biological Science, which are offered at the college level, will also be transferred. The Departments of Computer Science, Chemistry and Biochemistry, Physics and Mathematics will be administratively transferred to the College of Engineering.

Additional Note: This RME is in response to the Financial Sustainability Plan approved by the SIU Board of Trustees in July 2017. In this plan, the reduction/merger of the College of Science was proposed through the transferring of units in the College of Science into the Colleges of Agricultural Sciences and Engineering.

School of Media and Performing Arts
UPDATE 1/24/2018: The Department of Communication Studies will be relocated to the School of Media and Performing Arts following administrative approval.

School of Agricultural Sciences UPDATE: 4/5/18

Note: The Department of Agribusiness Economics will be affiliated with School of Accountancy via cross‐appointments of Agribusiness Economics faculty and with cross -listing of curricular offerings as determined appropriate by School faculty, in consultation with the School Directors and College Deans. The Primary appointment and tenure home for Faculty in Agribusiness Economics will be in the School of Agricultural Sciences. Faculty in Agribusiness Economics may choose to transfer their tenure to the School of Accountancy and Finance. Future hires of Faculty in the Agribusiness Economics area may be either in the School of Agricultural Sciences or the School of Accountancy and Finance.

All degree programs EXCEPT for Hospitality and Tourism Administration and Human Nutrition and Dietetics will be housed in the School of Agricultural Sciences. The degree program in Hospitality and Tourism Administration will be removed and housed in the School of Management and Marketing. The degree program in and Human Nutrition and Dietetics will be removed and housed in the School of Human Services.

School of Architecture, Art and Design
Affected Units: School of Art and Design, School of Architecture

Note: The degree programs in Interior Design, Architectural Studies, and Fashion Design and Merchandising will be separated from the School of Architecture and moved into the School of Architecture, Art and Design.

School of Biological Sciences Revised 3-30-2018
Affected Units: Department of Microbiology, Department of Plant Biology, Department of Zoology

Note: There are five (5) degree programs that will be jointly offered by the School of Biological Sciences and the School of Medicine. The tenure home / appointment status of School of Medicine faculty who contribute to these programs will not change as a result of this plan, but affiliative / cross appointments for such faculty will be encouraged.

The interdisciplinary undergraduate degree program in Biological Sciences will be housed in the School of Biological Sciences. The degree in Fermentation Science will also be housed in the School of Biological Science. Undergraduate students who are preparing for future professional degrees (e.g., pre‐medical, pre‐dental, pre-veterinarian) will be served in the School of Biological Sciences.

School of Computer and Physical Sciences
UPDATE 1/24/2018: the Department of Computer Sciences has been relocated from the School of Computer and Physical Sciences into the School of Computing. GPSC expects a new proposal to be forthcoming.

School of Computing Update 4-4-2018
The Department of Computer Sciences has been relocated from the school of Computer and Physical Sciences and into the newly formed School of Computing. The new proposal states the following:

The broad rationale for this plan is to enhance our ability to offer cutting‐edge academic programs in order to provide a world‐class education to undergraduate and graduate
students. The School of Computing will support the University’s efforts to augment, enhance, and expand academic offerings in academic areas that are in high‐demand by students.

Specifically, the current Department of Computer Science will be eliminated under this plan, with elevation to the status of an academic School. This positions the School for assertive and innovative growth of academic programming and scholarly research in the broad and diverse area of computing…We anticipate that the School of Computing will be a focus for innovative multi‐disciplinary program development and research that will foster affiliative
engagement with faculty from across the campus.

School of Education UPDATE 4/16/2018
Affected Units: Department of Counseling, Quantitative Methods & Special Education, Department of Curriculum & Instruction, Department of Workforce Education and Development, Department of Educational Administration and Higher Education

Note: Teacher Education Programs will also be housed in the School of
Education. A separate program change proposal will be forthcoming that addresses the Physical Education Teacher Education Program.

School of Engineering
Affected Units: Department of Civil and Environmental Engineering, Department of Electrical and Computer Engineering, Department of Mechanical Engineering and Energy Processes

Note: The Professional Science Master’s program in Advanced Energy and Fuel Management, presently housed in the Graduate School, will be housed in the
School of Engineering under this proposal.

Note 2: This plan establishes a School of Education (headed by a Dean) by merging the Department of Counseling, Quantitative Methods and Special Education, the Department of Curriculum and Instruction, the Department of Educational Administration and Higher Education, and the Department of Workforce Education and Development.

School of Health Sciences
UPDATE 4/3/2018: This plan establishes a School of Health Sciences by merging the School of Allied Health with degree programs separated from the Rehabilitation Institute.

Note: This version of the program change plan merges the degree programs in Communication Disorders & Sciences, Rehabilitation Services, Rehabilitation Administration & Services, and Rehabilitation Counseling with the remaining units in the School of Allied Health as indicated in the RME for Renaming the College of Applied Arts and Sciences to the College of Health and Human Sciences with exception to the degree programs in Behavior Analysis and Therapy.

School of Homeland Security
Affected Units: Department of Criminology and Criminal Justice, Department of Political Sciences, Department of Information Systems and Applied Technologies, School of Architecture

Note: This proposal requires the merger of the Department of Criminology and Criminal Justice and the Department of Political Science with academic degree programs from the Paralegal Studies Program, the School of Information Systems and Applied Technologies, and the School of Architecture.

The degree programs in Information Systems Technology and Electronic Systems Technology currently housed in the School of Information Systems and Applied Technology will be moved to the School of Homeland Security. Additionally, the degree program in Public Safety Management will be moved to the School of Homeland Security. The degree programs in the Paralegal Studies Program will also be moved to the School of Homeland Security, as will programs in pre‐law. The status of the Director Position in the program of Paralegal Studies remains undetermined.

School of Human Sciences
UPDATE 4/3/2018 This plan establishes a School of Human Sciences by merging the School of Social Work and the Department of Public Health and Recreation Professions, along with degree programs separated from the Department of Animal Science, Food and Nutrition, and the Department of Kinesiology.

School of Humanities
UPDATE 1/24/2018: The Department of Africana Studies has been relocated to this school pending final discussion by the administration.

UPDATE 4/15/2018: This new proposal merges the Department of Management; the Department of Marketing; the undergraduate degree program in Sports Administration, which would be separated from the Department of Kinesiology; the master’s degree program in Public Administration, which would be separated from the Department of Political Science; the undergraduate degree program in Hospitality Tourism Administration, which would be separated from the Department of Animal Science, Food and Nutrition (College of Agricultural Sciences).

School of Social Sciences and Multicultural Studies

School of Earth Systems and Sustainability Update 4-5-2018
Affected Units: Department of Forestry, Department of Geography and Environmental Resources, Department of Geology.

Note: The interdisciplinary graduate program in Environmental Resources and Policy will be housed in the School of Sustainability and Earth Science.

Note: the new RME Packet removes the Department of Forestry from the listed units included in the School of Earth Systems and Sustainability. The Department of Forestry will now be located in the School of Agricultural Sciences in the proposed College of Agricultural and Life Sciences

School of Transportation and Applied Technology
UPDATE 1/24/2018: As per the language of the new proposal for the School of Computing, it is presumed that the School of Transportation and Applied Technology will be split into the School of Transportation and the School of Applied Technology. GPSC expects a new proposal to be forthcoming.

UPDATE 4/4/18:  the degree program in Technical Resource Management currently located in the School of information Systems and Applied Technologies will be moved to the School of Applied Engineering and Technology.
